Balochistan Govt. kick-starts Qarz-e-Hasna Scheme

Secretary Finance distributes cheques under Qarz-e-Hasna Programme among the deserving

QUETTA: Secretary Finance Government of Balochistan Noor-ul-Haq Baloch formally inaugurated the Chief Minister Balochistan’s Emergency Loan Scheme, Qarz-e-Hasna, in pursuit of the directives of Balochistan Chief Minister Jam Kamal Khan.

The event was attended by Dr. Amjad Saqib, Head of Akhuaat Programme, Shehzad Akram, Chief Credit Officer, Tahir Fahim, Divisional Manager AkhuaatProgram Najam Al Hassan, Area Manager and Dr. Naseer Ali Shah and Principal of Sandeman School. 

On the first day of the Balochistan Chief Minister’s Qarz-e-Hasna Scheme, a total of Rs. 1920000 was distributed among as many as 96 people whose selection was made on transparent grounds.

The deserving people expressed their gratitude towards CM Balochistan, Secretary Finance and Akhuaat Programme and said that the people affected by the lockdown will be able to use this money to meet their daily needs and will be able to take better care of themselves and their families.

They expressed desire that this amount of aid should be increased per person.  On the occasion, Finance Secretary Noor-ul-Haq Baloch appreciated the partnership efforts of the Brotherhood Program with the Government of Balochistan and said that such charitable initiatives are important for maintaining economic and social sense and brotherhood. 

He said that from the day first of the lockdown, the provincial government, realized need for the launch of relief and cash program and today in the light of the directives of Balochistan Chief Minister Jam Kamal Khan, the programme is put it into practice. He said that lockdown, had affected the daily wagers and small  business class who faced unfavorable conditions. 

It may be mentioned here that this loan scheme is a very important scheme for the people under which they can avail the benefits without any interest and without touching anyone.  Under the first phase of the loan, cash will be distributed to 25,000 families.  And soon the scheme will be extended to all remote areas of the province. 

On the occasion, the Finance Secretary said that along with the Qarz-e-Hasna Scheme, a new scheme would provide small-scale loans to the youth to start their own business.  Similarly, the government plans to launch another “own house” scheme, which will also provide loans to homeless to complete and make their homes livable. 

In addition, he added that the government is taking serious steps to develop agriculture and livestock in the province so that people can cultivate their barren lands and under this to increase agricultural production, cultivate barren lands and increase livestock.  A loan program will also be launched. 

On this occasion, he said that the government of Balochistan would never leave the people alone and with limited resources at hand it will keep assisting and the confidence of the people would be instrumental in the successful implementation of the initiatives taken by the government.  Addressing the to the participants, Dr. Amjad Saqib, head of the Akhuaat, said through a video link that the Chief Minister, in collaboration with the Government of Balochistan, termed the Chief Minister’s Debt Scheme as a very important project and expressed that those who would benefit from the programme, it is their responsibility to use the money properly, while also showing responsibility for the return so that the caravan does not slow down in any way.  He said that the religion of Islam teaches brotherhood and helping each other, adding that all schools of thought should take special measures to make people stand on their feet.  The precautionary measures taken by the Balochistan government were taken into consideration while checques were distributed among the deserving persons.
